In 2013 Arlington's Department of Environmental Services (DES) participated in a Denison Organizational Culture Model survey. Of the 15 Bureaus in DES, ACCS staff scored highest in all 12 categories including the four broad essential traits of mission, adaptability, consistency and involvement. ACCS became the model for how to build the organization from within.
